If I understand your use of the term "mkt val" correctly, the answer is "yes". The raw value of 4016 is (MSFT @ 90.875*13.76) + (INTC @ 69.4375*7.09) + etc. for the top 10. (see below)
Same calc for MP. They are just raw numbers which I then relate to the closing NDX value (don't know how valid it is to do, but I do it anyway :-).
The real takeaway is that MP is below Q.

It could, but doesn't change that often. I use the "Market Percentage" numbers as published by the Naz-Amex site.
