The small market is for the specified indication(melanoma), not for other indications or for off-label uses. Off-label uses are typical in cancer therapies and it is standard marketing strategy to get any first drug approval just to get the drug on the market so that off-label sales can take place. Bottom line: no downside to this announcement.
