They could announce a split any 'ole hour they want. You can announce earnings during the day if you so desire, too. While there are a couple of companies that do, most hold off until the primary market closes to avoid trading imbalances and whipsawing by giving traders a chance to digest the release and not knee jerk. With the growth in afterhours and global trading this practice will probably fade away.

i wouldn't hold my breath for a split announcement. the smart money would have already run this stock up if there was any chance of this happening today.
