I would guess that the eye cones and retina react in a similar way as that of a screen phosphor.

Close your eyes and you will see the afterimage of what you were looking at for a split moment in time.

Additionally, the retina is much more sensitive to light than a phosphor screen. The beam in your TV must scan slowly enough to cause the phosphor to react. Because of the greater sensitivity of the eye, the VRD beam can scan faster.
