They probably negotiate a deal with the small time crooks so they can get at the bigger ones. My experience has been that they try to get the guys at the top and let the smaller guys off easy. I guess another thing they have to consider is that some of the people may have broken the law out of fear that if they didn't more harm might come to them from the bad guys.

We have to remember that the Internet is fairly new and that nobody was ready for this much stock fraud in the US markets.

We also have to consider that there is a big shift happening in organized crime. The crime families have moved more and more into manipulating stocks because it is a better paying and easier crime to commit than say selling drugs or prostitution. Less job hazards . . . even the mobsters like life to be more comfortable so the stock market is it for them right now. It also beats robbing banks . . . no more bullets to dodge.

About 4 years ago the US government allocated an additional $100M to fight stock market fraud. They had to do it mostly because of the Internet and because of organized crime getting a tighter grip on the Nasdaq stocks. I'm convinced that this financial commitment will pay off soon even though it doesn't look like it is right now.

Notice that when they do bust a group of people for stock fraud it's usually a very large number of brokers and usually connected with the same stocks.
