BRCD institutional holdings.

Separate out those that received shares at the outset as part of the underwriting, by quantity of shares and by number. Also, when expressing %, also say the number as it can be % of float or % of share out (latter unlikely).

It appears that you are then left with are token holdings by many funds.

Further, besides the small float assuring the ongoing liquidity play, I note that some 900k shares are short. That is almost 1/3 of the float - hence more explanation of why BRCD rises, i.e short covering in waves, masterfully managed / initiated with repeated PR releases, huffing, and puffing, all at BRCD's will.
