Daleen Technologies Provides ALTA - America Latina Telecomunicacoes
Avancadas - with Comprehensive Billing and Customer Care Solution

BOCA RATON, Fla., Dec 3, 1999 (BUSINESS WIRE) --

Brazilian ICP using BillPlex(R) to power highly complex and rapidly
expanding customer management and billing functions

Daleen Technologies, Inc. (NASDAQ: DALN), a leading provider of next
generation customer management and billing solutions, announced today
the successful delivery of its BillPlex(R) customer management and
billing software package to Rio de Janeiro-based America Latina
Telecomunicacoes Avancadas S/A. (ALTA). Daleen's cutting-edge system is
one of the first truly convergent billing and customer care systems
installed and placed into operation in Brazil.

Installed in an NT client and Unix server environment, BillPlex is
powering the local, long distance and enhanced telephony offerings of
ALTA and will serve as the platform to support enhanced Internet and
data services functionality that the company plans to offer in the
coming months. The system was delivered through a Daleen Certified
Business Alliance partnership with Brazilian telecommunications leader
Prolan Solucoes Integradas S/A.

ALTA is a carrier focused on providing a mix of high technology
services to the most demanding multi-national corporations operating in
Brazil. The company serves an existing customer base of 5,000 business
subscriber lines in Rio de Janeiro with a projected increase to 50,000
lines within one year, which includes a forthcoming expansion into Sao
Paulo.

"There were many prospective billing solutions available to us, but
BillPlex was the only system that could address the unique needs of our
company and the complexities of the Brazilian marketplace," said Saulo
Gomes, Operations Manager for Alta. "Operating an advanced
telecommunications system in Brazil is as complex as anywhere in the
world. What we needed was a software platform that would make our
billing and customer care functions efficient, effective and simple to
use. BillPlex addresses those areas better than any other product we
evaluated." BillPlex enables ALTA to handle data collection, rating,
invoicing and collections while effectively addressing the complexities
of the Brazilian tax structure in a cost-efficient manner.

"The Brazilian telecom market is in a tremendous growth phase and we
are pleased to be associated with a progressive innovator like ALTA. As
the industry emerges, there is an ever increasing demand for adaptable
platforms that can be scaled up rapidly as companies and service
offerings expand. We are honored that ALTA has chosen BillPlex to meet
these needs" said Manuel Andrade, Vice President and Managing Director
of Caribbean and Latin America for Daleen Technologies. "Selecting the
right customer management and billing solution gives providers a
competitive advantage and helps position carriers to capitalize on
explosive growth by driving critical revenue streams."
