This article is somewhat misleading, although it does hint at the
issues involved. The San Jose Mercury news has run more complete
stories on this. What's stupid about the regulation is that it
classifies airplanes by gross weight when fully loaded, not by the
noise they make. What LE is saying is more to the point than it
sounds -- people just like to make fun of him. Someone heavy can't
go into the convenience store after 6PM, but someone weighing less
with a big boom-box turned up all the way on their shoulder can, in
the name of reducing noise. The two things are not that tightly
coupled...

This article is misleading about the regulation, too. It's a federal
regulation that San Jose is required to enforce or they might be
forced to give back any federal funds used to build the airport. One
city official admitted in the paper that the rule was stupid but said
that they didn't have any option. I seem to recall that the article
explained something about the rule being really hard to change
because it was part of some ancient funding act, but I can't remember
much about that.
