John: Yes but "cut and paste" fixed G* "phone sites" made of parts bought locally are allegedly possible for use as "extended" fixed use.

Not sure how this is possible, but some use of spare parts and local engineering seems to be a real possibility to extend the "handset" numbers (as a means of estimation) over time.

Curious who knows how this all might work in the real world - especilly in "poor" villages for "public" G* phone connections.
