I think the correct description is that Fab 16 construction has been postponed, while Dresden production has been delayed. "Postponed" implies intent as in Intel intended to postpone Fab16. "Delayed" does not imply intent as AMD did not intend to delay production of Dresden.

From a financial standpoint, which is worse:

1. A postponed wafer fab that was never started or

2. A fully completed and furnished fab with nearly full personnel staffing that has been delayed from producing production wafers for almost ONE FULL YEAR due to "WHATEVER" process "problems"?
