FWIW technical default usually refers to defaulting on "non cash paiment" provisions of a convention/contract.

IE for example an individual cancelling his home insurance policy would cause such a technical default in regards to the bank mortgage on the proprety. The individual could be fully complient with the cash paiment obligations on the mortgage but would be otherwise in thechnical default on the mortgage due to his obligation to keep the mortgaged proprety insured.

Most large commercial loan conventions require that the borrower maintain certain levels on his financial ratios such as ST assets/St dept = 1 or better, if the ratios fall off this causes a technical default.

IMO PGD's convention with Ashanti somehow required that Ashanti remain solvent thus the technical default.
