It seems to me that the network effect is that one mode of service, eg telephonc calls, could easily be affected with another service, eg data service, once a near congestion situation occurred. I envision a lot of internet usage, and a heavy call volume, and then a lot of angry pre-paid HBO event subscribers not getting their full viewing. Of course this would have to in a setting where these services were not on a dedicated channel according to what you wrote.
