Thanks for the detail on RMBS. When there is less than 10 days short, it is generally not considered "crowded" 10 to 25 days short is crowded and can be squeezed and so the game gets played. Greater than 25 days in my experience, says that the shorts involved have convition beyond daily MM manip crap and plan to take that company to the grave. Classic examples of that are SOLV, CLCX and ZOLT. The shorts in those cirmcumstances knew that they were right and were willing to go to the mat. Hope that helps. All of the above assumes a reasonable float such that the short interest relative to the average volume is the constraining factor.
