There is a law using 144 stock as collateral I think but there are so many sleazy brokerage firms it is no problem for them to short.

The SEC should also put a stop to boilerooms and payoffs to brokers to move customers into a stock and bribes to market makers to manipulate a stocks price and trading between two accounts to make it look like a stock has high volume and selling non registered stock and tout sheets that are crooked and and and many other tricks that cost penny stock investors millions every week too.

Investors should fight for a rule that makes all insiders have to file with the SEC whenever they make any transactions in their own companies too. When a company files a s-8 or s-3 or whatever form they use for 10 or 12 people at once to sell stock they (actually the shareholders) not only pay for the sellers registration but a lot of investors never know the insiders are selling because it doesn't show up on Yahoo or wherever they look.
