Nice review by USA Today. But regarding the point below that is not entirely true. MSFT has allowed them to fool with the desktop. The HP that I own (my first Windows machine) has an introductory HP splash screen with HP's own music. I think MSFT wants to insure that the additions of the box makers don't:

1. Infringe on the operability and integrity of the code.
2. That desk top deals made with third party vendors are not unilaterally abrogated by the box maker. i.e MSFT promises to put AOL icon on desktop in original configuration out of the box but DELL would prefer to have their logo pop up in the place of AOL's.

These are not unreasonable constraints and MSFT has been reasonable in addressing complaints that stem therefrom.

The government says Microsoft should not be allowed to prevent personal computer makers from customizing the opening screen -- what users first see when they turn on the computer. It says the makers should be able to show browsers, Web site links and software they prefer.

Microsoft says allowing the opening screen to be altered would violate its Windows copyright. It says it gives PC makers some leeway to promote products. And it says consumers like consistency
