Well they sure will issue a few shares to the public.
But the control of VSNL will be firmly in the hands
of the Goverment. No Govermental agency has ever been
turned completely over to private hands in India. There
were a few attempts to sell loss making entities but even
those efforts failed. There are too many factors involved
why they will never completely privitize - lots of money
involved, opportunity to influence, Goverment jobs, trade unions, etc. The Goverment will make the right noises as
long as it is convenient for them and maybe they will even
improve a few things - but that is all.

As far as the management of SIFY is concerned they have
proved themselves. I had invested in Satyam on the Bombay
Stock Exchange about 5 years back and when I last checked
that investment had multiplied some 80 odd times :-)
