Hi Jim:

I would not view VOFDM and WOFDM as equivalent.
VOFDM, as one can guess its design from Greg Raleigh's
work, uses transmitting and receiver arrays that can
exploit signal propagation along multipaths. Two
other features that appear important include the
use of a frequency interleaver and vector trellis encoder.
To simplify things, I would say VOFDM = OFDM plus
smart antennas.

This being said, the algorithmic implementation must
be incredibly complex, and the design of ICs implementing
VOFDM may take a lot more time than CSCO expects.
