I saw the same thing. Only a couple of pokemon costumes in our neighborhood. I can speak from experience with my own boys (ages 6 and 8) that the pokemon costumes were really cheap looking. Nothing but a cheap hard plastic mask and a generic looking suit.

Looks like the backfilling is about finished and I am looking forward to the movie release. Release date is Nov 10th for our area (dallas) and I also learned they will be handing out one of 4 special collector Pokemon cards with each paid admission. Bad news for parents who get dragged out to see the movie more than once but smart marketing move.

My 7-year-old, who had a homemade Pikachu costume last Halloween, had that poor-quality Charmeleon costume this time. At one point, he came face to face with another Charmeleon, but those were the only two I saw, too. (Unless you count my other son, who was dressed as Ash.) The costumes were sold out at most of our local stores - I just didn't see the kids who wore them.
