Details of non-event/buying opportunity............ Strong offshore quake rattles Taiwan, no injuries TAIPEI, Nov 2 (Reuters) - A strong offshore tremor rattled Taiwan early on Tuesday, jarring millions from sleep six weeks to the day after a devastating earthquake that killed 2,400 people. There were no immediate reports of injuries or major damage, but several people were briefly trapped in elevators when power failed in the eastern county of Hualien. State seismologists said the 1:53 a.m. (1753 GMT Monday) quake registered a powerful 6.9 on the open-ended Richter scale, but because its epicentre was in the Pacific Ocean 28 miles northeast of Taiwan, it caused little damage. The U.S. Earthquake Information Centre in Golden, Colorado estimated the quake's strength at 6.1. The seismologists said the quake triggered some tidal waves, but they lasted very briefly since the quake took place for only 50 seconds. The tremor nonetheless was felt across Taiwan, pushing the Richter needle to five in eastern Hualien, a seismically active resort town, and to three in the capital Taipei, where it awakened the city with a sustained shaking that set off car alarms. Some panicked residents rushed to the streets and stayed there for half an hour before returning to their high-rise buildings. ''I would rather stay on the street to wait and see. Memories of the terrifying September quake are still fresh,'' said Chien Ting-kuang, a taxicab driver who had just moved from the central county of Nantou, where the September quake hit hardest. Like the killer September 21 quake that hit with a 7.2-7.6 magnitude, Tuesday's tremor happened when much of the island was asleep. It was one of the strongest of thousands of aftershocks since September. Another powerful quake at 6.2 on the Richter scale near the south-central city of Chiayi rattled the island on October 22, injuring 126 people and damaging 12 buildings. 15:50 11-01-99
