Ed, I would think that with Jeb Bush growing up close to the oil industry, he has a pretty good handle on where this could lead in terms of a settlement. Between the potential price swings in oil, and the size estimates of the deposit, he likely has the insight to realize that 1) this could have been settled when oil was at a low and 2) this is not likely to get any less expensive to resolve at least in the near future and 3) it is not likely that it can be delayed past the end of his four year term.

Jeb Bush should be motivated to get this settled with the best deal possible, as soon as possible. If he wants to position himself nationally as a governor sensitive to environmental issues, this is his chance. And if he wants to minimize the impact of this possibly being one of the costliest settlements in Florida history for a land takings case to date, again, now is his chance, before the appraisers do their work.

Ed, What is your opinion of the recent release on Coastal's web site about the State and DEP requesting re-hearing? I'm guessing more unfortunate delaying tactics, what do you think?
