SKANSKA, MASTEC ANNOUNCE ALLIANCE TO BUILD E-CENTERS AND PROVIDE
TELECOMMUNICATION INFRASTRUCTURE SERVICES

MIAMI, FL (November 23, 1999) - Skanska U.S.A., Inc., a subsidiary of
Skanska A.B. (OMSX: SKA), one of the world's largest infrastructure project
management companies, and MasTec, Inc. (NYSE: MTZ), the largest end-to-end
network infrastructure service provider in North America, announced today
that they have formed an alliance to provide comprehensive project
management and telecommunications infrastructure services on a turn-key
basis throughout North America.

Under this agreement, Skanska and MasTec will pursue projects in the
telecommunications industry, focusing on the deployment of fiber optic
networks and on value added projects to plan, design, build and maintain
data centers, co-location facilities, central offices and other voice,
video and data switching centers. The agreement provides for joint
marketing to existing and potential customers of each party. Both companies
are currently evaluating several proposals and opportunities for the
alliance.

strategic partners to better serve our customers' infrastructure needs,"
said Joel-Tomas Citron, MasTec's president and CEO. "The combination of
Skanska's large scale project management experience and capabilities in
multi-location projects and MasTec's external and internal network services
for bandwidth providers and enterprise networks will provide our respective
customers with a single solution to their needs."
