This isn't correct. The bandwidth (and therefore the frequency) effects how long the controller takes to assemble the serial data into the first parallel word for presentation on the FSB. This is due to the FSB being wider than the Rambus channel.

Just as importantly, it affects memory control bandwidth. It takes 8 clock edges (10ns @ 400Mhz) to send a row or column request.
