Part of the problem may have been management, but part was a lack of a clearly defined, achievable goal. Their press releases were filled with overly broad statements that were not achievable, and they had no clearly defined means as to how to get there. They were going to handle waste recycling, but there was no indication as to how they were going to wrest that business from much larger Safety-Kleen. They were going to sell hydrocarbon solvent, but there was no indication as to how they were going to take that business from much larger Exxon.

They should have focused on a single strategy, say purchasing distributors such as Boggs, and developed a focused strategy for achieving those goals. Thus to me the problem was that they didn't define an achievable goal, and not the steps that they took or didn't take towards achieving their goals.
