This isn't a city ordinance, it's a federal noise abatement regulation. And it is completely stupid -- even the people who are tasked with enforcing it say that it doesn't make any sense. It's been extensively covered (for some reason) by the San Jose Mercury News, who are at least being fair and accurate about it. I don't want to be in the position of defending Ellison, but the coverage by other "news" sources that I've seen is typically stupid. They get all of the facts wrong, misquote people, and then put in moronic conclusions.
