Kind of. According to CNET, the upgrade price for NT4-to-NT5(Win2000) is $149. The upgrade price from one of the consumer OSes is $219.

According to that article, they haven't raised the price from current NT levels, but have made the licensing requirements a bit more stringent. The $219 upgrade path is much better than the current deals since there was previously no upgrade from consumer-Win to NT. If they had stayed with current NT pricing model, you would have had to pay $319 (full price) to upgrade from Win-9x to Win2000.
