You really can't assure that it goes through CSCO - especially when conducted over the public Internet. What may happen in the longer term is that LU/NT will see that CSCO is generating additional revenues from NBAR - in privatized networks - and that they may adopt the NBAR technology (what would then be a standard) amongst their routers.
