I think it was Hamilton who said, "The people, Sir, is a great beast." Sure, this is archaic, but there the Brits still use a lot of collective words as plural which we use a singular. "Government" and "orchestra" come to mind. Wish I had time to pursue this. Jbe's encyclopedic brain should provide us with some enlightenment.
