i am sure, yes. i'm not so sure that there actually is a budget surplus...as with most of the statistics coming out of the current administration there seems to be a lot of accounting gimmickry involved. however, i don't deny that the budgetary situation has vastly improved in recent years, most probably due to the bubble in asset prices. this is what makes the forward projections of endless surpluses as far as the eye can see highly suspect imo...
