Well, just as a side issue, a company I was working with overpaid the Mass state franchise tax board last year as a technical error. One day later they called Mass to get the money back and Mass refused initially. After a bunch of lengthy phone calls eventually Mass backed down and returned the funds, however, I doubt they would have done so had there not been some subtle threats made on the part of this firm. This was a little different I realize since Mass would have eventually returned the money as a tax refund in the following year... of course they had an "excuse" since their policy is to return overpaid taxes on Apr 15th, etc. The amt of money involved could easily have amounted to 600K for a year of interest.
