Shane, Thanks for the information. I expect that these 'slots' can be traded. I was curious as there used to be an aircraft leasing speculation game a few years back when the leasing companies used to book large orders and then sell a slot to other airlines who wanted it with a leasback requirement. It got very bad and inflated prices...I do not know if it still exists?
As to fabs speculating with their slots....I suppose they can do it for a quid pro quo or money...but you and I may have a problem making a convincing pitch that we need a .13 stepper for our garage. Up front $$ would be a logical evolution from evaporating orders that may well leave the maker with surplus steppers....hard to move at garage sales.
