China Plan Could Hurt Foreign Mobile Phone Grps - FT

NEW YORK (Dow Jones)--China plans to impose production quotas and import restrictions on foreign
manufacturers of mobile phone handsets in an effort to boost nine struggling local competitors,
according to Wednesday's edition of the Financial Times.

The newspaper reports that the plan, which has yet to be officially announced, could potentially
damage the prospects of Motorola Inc. (MOT), L.M. Ericsson Telephone Co. (ERICY), and Nokia Corp.
(NOK), the three companies that share about 85% of the world's fastest growing handset market.

Chinese officials said the plan has the support of the ministry of information industry, the newspaper
states.

Also, the newspaper reports that an official from a technological zone in the Northern city of Tianjin,
where Motorola makes most of its mobile phones for China, said, "The government policy is to
encourage the development of a national phone industry."
