It may mean the 10SB12G (as amended) is either still under review by the SEC or that SEC questions/comments have arisen which require another amendment.

Zonkie, it appears that FNTT is getting the "E" along with lots of other BB stocks beginning with FM to those beginning with GS.

otcbb.com

What is required to avoid this is not only to file a form 10, but get it accepted with the SEC. Apparently FNTT has failed to do the latter.

After filing the form 10, which FNTT did, the SEC can respond with comments. This requires that the registrant file an amended form 10, which FNTT did also, as you noted. The SEC can again respond with comments, and the process can repeat until the SEC decides to offer no more comments, in which case it has effectively accepted the form 10. This latter event is required by the OTC:BB to remain listed.

Apparently the SEC still isn't satisfied with FNTT's form 10.
