Scam usually pulled by Nigerians - maybe it has spread to Sierre-Leone or he is actually a Nigerian. The grammar and punctuation is actually quite good, for them, so much so that I'm surprised they screwed up 12,000.000. Next step will involve some sort of "bank guarantee" not quite a letter of credit but something strange that you need to purchase to show your character, goodwill, etc. and give him something to fall back on should you do a runner with his money. The cost of this will be dependent on how stoopit you appear, but well under your proposed first year fee of 12%, and you will need to buy this upfront. -g- There will be all sorts of official paperwork and references which may actually look sort of ok on the surface.
