Lizzie, It's not so much that "it's a right" for the elderly to have homes any more than younger generations. It's just that as you correctly point out SS is not adequate as retirement income, nor was it ever supposed to be. But you have this large group of people living in homes, which are basically beyond their means to maintain. They are living at a "subsistance" level when it comes to transportation, clothing, food, utilities, etc. and they're afraid to "let go" of that one thing of value they still hold dear, their homes. bp
