Belgian general appointed commander of UN mission for referendum in Western
Sahara.
3 November -- Secretary-General Kofi Annan has appointed a high-ranking
Belgian military officer as Force Commander of the United Nations Mission
for the Referendum in Western Sahara (MINURSO).
Following a series of consultations, the Secretary-General informed the
Security Council of his intention to appoint Brigadier-General Claude Buze
of Belgium as MINURSO's Force Commander and Council members agreed with Mr.
Annan's choice, according to an exchange of letters released at UN
headquarters today.
Brigadier-General Buze's appointment took effect as of 1 November. In his
post as MINURSO's Force Commander, he has replaced Major-General Bernd
Lubenik of Austria, whose term of duty came to an end on 31 October.
MINURSO was established in 1991 in accordance with a settlement proposal
aimed at resolving an ongoing dispute over Western Sahara, a Territory on
the north-west coast of Africa, involving Morocco and the Popular Front for
the Liberation of Saguia el-Hamra and R¡o de Oro (POLISARIO). The proposal,
which was accepted by both parties, provided for a ceasefire and a
referendum to choose between independence and integration with Morocco.
According to its mandate, MINURSO was entrusted to perform a wide range of
tasks, from monitoring the ceasefire and verifying the reduction of Moroccan
troops in Western Sahara to identifying and registering qualified voters,
and organizing and ensuring a free and fair referendum.
