A buy back can give 10% run easily or more. Couple that with momentum approaching a resistance point say at 100, will give you 110 or more depending on market condition. Needs to do this before year end, to avoid year end tax loss sell off, and to start momentum for a post y2k market rally. (If they wait until January for the buyback, they may be buying back at a lower price (good for IBM), but sentiment may be so bearish for the stock by then, considering all the other rallying issues, that it just won't move, and may miss out on a January post y2k rally).
All speculation, lets see what happens.
