I was a mid-level engineering Manager in the 80's....

Worked for a Division of Singer Corp. When the Division was sold off after a takeover the new owners froze all the salaries of Middle Management. Worked at the same salary for 2 years while Upper Management and the rank and file received increases. They were trying to replace as many as possible with salaries that were far less.

It would make an interesting case study, because people who left took with them the knowledge "Why we build the gyro this way and not that", for example. So what they saved in overhead almost certainly was lost in scrap, alone.
