Here's a prediction:

Over the next 5-10 years, online providers (and producers of interactive services and software in general) will rapidly start moving their operations overseas. They will be forced to in order to avoid ridiculous laws like this, as well as the absurd public clamor over content, gambling, whatever. It will also be a response to confiscatory taxation and general government meddling. All that may remain in the US will be the odd service center, maybe a billing office (or maybe not) and an advertising presence.

Companies will start setting themselves up in any friendly place. Places which don't require that they abide by every silly thing congress comes up with. Places that don't require that they report to the IRS about how much money they pay each employee, or whether the employee happens to be a US national.

If I were setting up a dot com business today that's probably how I'd work it. Who cares if my server is physically in Bermuda, or if I clear charge-card payments through a Panamanian bank?

Yeah, I know, the IRS cares...

In a pure information busienss, the only people who'll need to have a physical presence locally will be those who own the fiber between my server and my customers. Buy GBLX.
