As I understand it, the problem is providing service within US territory via the Canadian GWs. The one US GW in Texas probably doesn't work well in the NE and NW parts of the US. I believe ATSS always planned to serve those regions from the Canadian GWs in Ontario and Alberta, respectively.

The FBI is afraid some smart crooks or terrorists will use their G* phone in those areas, and FBI won't be able to tap their calls, or might have to "get permission" first from some unreliable Canadian civil libertarian. There was a similar problem with another company a few weeks ago that got resolved, but I don't recall the details.
