WASHINGTON, Nov 5 (Reuters) - A U.S. federal judge ruled on Friday that Microsoft Corp. wields monopoly power in personal computer operating systems and has issued a decision highly favorable to the government, sources briefed on the contents of the ruling said.

Judge Thomas Penfield Jackson's decision on the facts of the case, due to be officially released shortly, set the stage for a later ruling on whether the Redmond, Wash., software firm's actions violated antitrust law.
