The biggest aspect of this ruling will be a chilling effect on MSFT, which is exactly the effect upon IBM years ago.

If MSFT goes down and stays down, then the next time around QQQ and XLK are rebalanced, it will go down further. Looks like my feeling that MSFT will underperform the S&P 500 over the 1998-2007 timeframe is beginning to ring true finally.
