Assumption a:
A standards body consisting of 12 individuals says x is a standard, and 100 people followed that standard.

Assumption b:
100,000 people (or 90% of the market) use a proprietary format called y that does not conform with what the standards body calls "the standard".

Logical conclusion based on assumptions a and b:
y is the defacto standard.

Microsoft Windows and Microsoft Office are the defacto standard for PC computing. It is as simple as that.
