I don't know of any reason why LWIN can't offer HDR. Since it is just now building out its system, it might be able to do it a little cheaper. The problem is more of a marketing one; its customer base would seem to be more low-end. The internet service would cost more than the monthly fee for voice.

Speaking of DSL and small markets here is an interesting url ...

They sell a wireless DSL solution which operates in license exempt bands. Their market is second tier "low hanging fruit" of the SOHO variety. This paper covers some of their "concepts". Given Leap's NextWave heritage, the Las Vegas case study (at the end the paper) adds colour.

They have announced orders from two ISP's but it is hard to say if anything has yet to be installed. However, the Redbank connection does wrinkle my forehead! It seems to me to be a sure bet that there many, many of these operations just waiting in the wings.
