Ramsey, back in the Spring, when the ITU was in the process of collecting all the submissions for possible 3G standards, a PRC source announced its own home-grown version of CDMA2000 or W-CDMA (it was not clear which variant was claimed to be in development) and its submission to the ITU for inclusion in the standards determination process.

The first url you posted makes it, again, abundantly clear that technology transfer issues are going to be a sticking point in any license made granted to a PRC-based entity. I think IJ was implicitly alluding to as much, in addition to an agreeable royalty rate, when he referred to the important questions raised during his discussions with MII representatives in Geneva.
