I can't think of any reason for it.

After all, a single OS, say Windows 95, might operate the computer completely differently from another single OS, say Solaris. It's not like there's only one, intuitively-obvious way to run a computer that's hardware is designed in a particular way. So who cares if that computer's design is in the public domain? What does that have to do with one particular implementation of an OS?
