I hate to send you back to the Microsoft Y2K site. But look behind the word 'compliant' for both Windows 95 and 98. You will see the words (prerequisite required). Easy to miss the first time, isn't it?

Those little spin doctors are calling anything compliant as long as it can theoretically be fixed. In Microspeak, compliant (prerequisite required) means that you need to patch it. If you follow through on the URLs you should find the patch.
