Mmmm... I'd rather look at the average cost per minute, including monthly payments, than special rates. In Finland, the real cost of a mobile minute is about 10-15 cents - I think that England is still at around 25 cents. It's this real price of a mobile call that seems to drive mobile phone use. Burying costs into monthly payments doesn't make them vanish from the consumer POV. I'm not a big fan of phone subsidies, as you may have noticed! Wireline replacement is real and here, but average costs have to come down to close to 10 cents.
