Yes, it is temporary, but even so, when you take into account the disproportionate affect on Dell (owing to it's very low inventory levels), there will be some impact that may not be felt by its competitors.

Once we are past the (presumably) very short-term inventory effect Dell's superior business model will win out over its competition even if DRAM prices remain high, because Dell's assembly, distribution and inventory holding costs are lower than its competitors.
