The legislation will clear the way for satellite TV companies to immediately begin offering customers local TV signals to match what cable competitors provide. The industry has lobbied for more than two years for access to local programs, saying the lack of such programming hampers its ability to challenge cable TV, which controls 82 percent of the home TV subscription business. The satellite TV industry and the Clinton administration had complained that earlier versions of the bill that would have required satellite companies to work out agreements with local stations before adding their programs. The conference committee addressed those concerns by giving satellite companies six months to negotiate the agreements. ''By Christmas of this year, consumers across the nation will have a real choice other than their cable operators,'' said House Commerce Committee Chairman Thomas Bliley, a Virginia Republican. ''Satellite providers will be able to offer local news, weather and sports,'' and that competition will result in savings for consumers, he said. The agreement could be voted on by both the House and Senate as early as tomorrow. Shares of Hughes Communications fell 3/16 to 75 15/16 in late trading, and shares of EchoStar Communications Corp. rose 6 11/16 to 76 13/16. --Heather Fleming Phillips in Washington (202) 624-1835/sg
