Gerald,

Thank you. You have confirmed my contention that the PC is an
open system (in the public domain). There may be certain
alterations and enhancements to the hardware as long as they
follow the spec (don't introduce hardware incompatibility).

You could write any copyright your own BIOS. Maybe it would
be an improvement on someone else's BIOS, but it would still
have to support the same interrupts the same way that the
original IBM-BIOS did. That code has been made public many
years ago and still acts as the standard for PC-BIOS, to the
best of my knowledge.
